Port disbursement account explained
The ship's agent sends a proforma disbursement account (PDA) before the call, which the owner funds in advance, and a final disbursement account (FDA) afterwards. These costs go straight into the voyage estimate and TCE.
On a voyage charter port costs are normally for the owner's account; on a time charter, the charterer's.
